You can set the base elevation of the selected shape using its context menu in 3D. You can use any unit for base elevation, for example "5 ft" or "5 in" are acceptable.
Also, the are 2 fixed elevations in the context menu: "Put on the Table" - 70 cm, and "Put on the Ground" - 0.
Alternatively, to set the elevation of a shape in 3D View, first open a 3D Visioner window, then select the desired shape in Visio and open its custom properties.

Enter a value in the "Elevation of the shape in 3D view" property.

You will see the result in the 3D view.
